How-to-Draw-Cartoons-Online.com offers free cartoon drawing lessons at the Beginner, Intermediate and Advanced levels.
There is a variety of themes to choose from as well, including: Animals, People, Dragons, and Famous Cartoon Characters - like Mickey Mouse and Spongebob.
All in all, this is an excellent child-friendly site for learning how to draw.

A creative site for kids. Build dragons, castles, snowmen, teddy bears, horses, etc... with the drag n' drop Magic Maker Games. Colour and stamp holiday, fantasy, and animal images in the colouring books. There is also a small selection of holiday activities, crafts, and printable paper dolls.

I'm a cartoonist. I do a syndicated comic strip titled "Slylock Fox and Comics for Kids". Not long ago I created a blog to display art from young readers. Under each child's drawing I post encouraging comments. The response from kids, parents and teachers has been terrific.
