Both parties must have Google Wallet accounts, and although the sender must have a Gmail account, the recipient does not have to use a Gmail address.  Transfers from a Wallet balance or a linked checking account are free.  Payments made with a linked credit card are subject to a 2.9% fee paid by the sender.
