On your computer, open photos.google.com. Sign in to your Google Account. Place your cursor over a photo or video, and click Select . Click Share . Under "Send in Google Photos," select people to share with. To share with one person, click their name. To find someone specific, click Search . Enter their name, phone number, or email address.

I searched the web, and found the following posted by someone who was on a child account managed by a parent: "I asked my parent see their phone and I went into family link, settings, and I found photo sharing and noticed it was off, and I turned it on"
